Introducing the International Professional Standards Framework™

The International Professional Standards Framework™ (IPSF™) is the official professional standards framework of the International Professional Registrar (IPR). It provides the governance, ethical principles, professional expectations, and quality standards that guide every individual and organisation registered with the IPR.

More than a collection of policies, the IPSF™ represents a unified philosophy of professional excellence. It establishes the benchmark for ethical conduct, professional competence, accountability, lifelong learning, and public responsibility across every profession represented by the International Professional Registrar.

Every Registered Professional, Senior Registered Professional, Fellow, Corporate Member, Education Provider, and Professional Board operates within this framework. By doing so, they become part of an international community committed to maintaining the highest standards of professional practice while promoting public confidence and advancing their respective professions.

The Framework reflects the IPR's belief that true professionalism extends beyond qualifications or experience. Professional excellence is demonstrated through character, integrity, competence, accountability, and an ongoing commitment to learning and serving others responsibly.

The IPSF™ is designed to remain relevant in a changing world. As research, technology, artificial intelligence, education, legislation, and professional practice continue to evolve, the Framework will be reviewed and updated to ensure it reflects international best practice while preserving the core principles upon which the International Professional Registrar was established.

The Purpose of the Framework

The International Professional Standards Framework™ exists to establish a single, consistent standard of professionalism across every discipline represented by the International Professional Registrar.

Its purpose is to protect the public, strengthen professional credibility, promote ethical decision-making, encourage continuous professional development, and provide professionals with a clear framework for responsible practice throughout their careers.

The Framework also provides confidence to employers, organisations, governments, referral partners, insurers, educational institutions, and members of the public that professionals registered with the IPR have voluntarily committed themselves to recognised international standards of conduct, competence, and accountability.

By creating a common framework across multiple professions, the International Professional Registrar encourages consistency while respecting the unique knowledge, responsibilities, and scope of practice associated with each Professional Board.

The Principles of the International Professional Standards Framework™

Every standard, policy, guideline, and governance document issued by the International Professional Registrar is built upon ten foundational principles that define professional excellence.

  1. Professional Integrity — Registered professionals are expected to demonstrate honesty, transparency, fairness, and consistency in every aspect of their professional practice. Integrity forms the foundation upon which public trust is built and maintained.
  2. Ethical Responsibility — Every professional has a duty to act ethically, make decisions that protect the interests of clients, avoid conflicts of interest, and maintain the highest standards of professional behaviour.
  3. Professional Competence — Professionals are responsible for maintaining the knowledge, skills, judgement, and practical competence necessary to provide services safely and effectively within their recognised scope of practice.
  4. Accountability — Professional registration carries responsibility. Registered professionals remain accountable for their decisions, actions, professional conduct, and compliance with the standards established by the International Professional Registrar.
  5. Lifelong Learning — Professional development does not end with qualification. Every registered professional is expected to engage in Continuing Professional Development (CPD), reflective practice, research, and ongoing education throughout their career.
  6. Respect for Human Dignity — Every individual deserves to be treated with dignity, respect, compassion, fairness, and cultural sensitivity regardless of age, background, beliefs, gender, ethnicity, disability, or life circumstances.
  7. Client-Centred Practice — The interests, wellbeing, autonomy, and safety of clients remain central to every professional relationship. Professionals are expected to act in the best interests of those they serve while respecting informed choice and professional boundaries.
  8. Excellence Through Continuous Improvement — The Framework encourages professionals to continually evaluate and improve their practice through reflection, supervision, collaboration, innovation, research, and quality assurance.
  9. Public Confidence — Every professional action contributes to the reputation of the wider profession. Registered professionals share collective responsibility for strengthening public confidence through consistent professionalism and ethical conduct.
  10. International Collaboration — The International Professional Registrar supports the exchange of knowledge, international cooperation, evidence-informed practice, and the advancement of professional standards across borders, cultures, and disciplines.

The Structure of the IPSF™

The International Professional Standards Framework™ is organised into a series of interconnected governance documents that together establish the professional expectations of the International Professional Registrar.

These include:

  • Part One — Professional Standards — The overarching principles that define professionalism throughout the IPR.
  • Part Two — Code of Ethics — The ethical obligations and responsibilities expected of every registered professional.
