Sanctions and restrictions on registration
Where a Fitness to Practise Panel finds that allegations are proven, it may impose a proportionate sanction or restriction. The purpose is public protection, the maintenance of professional standards and public confidence in the Register — not punishment for its own sake.
Proven — Advice or Guidance
Professional guidance is provided where a breach has occurred but a formal disciplinary sanction is not required.
Proven — Warning
A formal warning is issued. A warning records that professional standards were not met and that similar conduct in future may lead to more serious action.
Proven — Conditions of Practice
Conditions may be imposed on continued registration. These may include:
- additional education;
- supervision;
- mentoring;
- restricted professional activities;
- increased CPD;
- competence assessment;
- professional monitoring; or
- other appropriate measures.
Suspension
Registration may be suspended for a specified period. During suspension the professional must not hold themselves out as registered with the IPR.
Removal from the Register
In the most serious cases, registration may be terminated and the professional removed from the IPR Register.
Interim protective measures
In exceptional circumstances, IPR may consider temporary restrictions while an investigation is ongoing where credible information indicates a significant and immediate risk to clients, the public or the integrity of professional practice.
Interim measures are precautionary and do not constitute a finding of misconduct.
Possible measures may include:
- temporary conditions of practice;
- enhanced supervision;
- temporary restrictions;
- temporary suspension; or
- another proportionate protective measure.
The professional must be informed of the reasons for any interim measure and provided with an appropriate opportunity for review.
